1. What is a standard?
Standards means a document established by consensus and approved by a recognized body, that provides, for common and repeated use, rules, guidelines or characteristics for activities or their results, aimed at the achievement of the optimum degree of order in a given context, with which compliance is not mandatory.
2. How are standards developed?
Standards are developed through a structured, collaborative process involving stakeholders such as industry experts, government agencies, academia and consumers. Developing standards involves a systematic process to ensure consistency, quality and compliance across industries such as identifying the need; establishing a working group or technical committee; research & drafting standards; public comment of draft standards; revision & finalization of draft standards; approval and publication of the new standards; and implementation and adoption of new standards.
3. Why are standards created?
Standards are created to ensure consistency, quality, safety, and interoperability across industries, technologies, and practices. They provide guidelines, rules, or specifications that organizations and individuals can follow to achieve reliable and efficient outcomes.
4. Why are standards required?
Standards are required for several reasons such as stated below:
- Consistency and uniformity in quality, performance and safety across products, services and processes;
- Protect consumers by ensuring products meet safety requirements;
- Compatibility and interoperability in permitting products from different manufacturers to work together;
- Economic efficiency streamline processes and reduce costs through uniform procedures and reducing duplication of effort;
- International trade and market access whereby enable businesses to access global markets by complying with international standards and eliminating technical barriers to trade;
- Innovation and development whereby to allow new technologies to be adopted more quickly;
- Environmental and social responsibility in promoting sustainable practices by setting guidelines for environmental impact;
- Legal and regulatory compliance assist in meeting legal requirements and regulatory frameworks.
5. How many Piawai Brunei Darussalam (PBD) are there?
There are over 160 Piawai Brunei Darussalam (PBDs) available, covering a wide range of categories such as building construction, electrical and electronics, halal products, food and agrifood, agricultural crops, services, and tourism.
6. Is Piawai Brunei Darussalam (PBD) freely available and where can I access Piawai Brunei Darussalam (PBD)?
PBDs are not freely available, but listing of available standards can be found here and can be purchased directly through the Pusat Standard dan Akreditasi Brunei Darussalam (PSABD) or email to psabd@mofe.gov.bn
7. Is ISO standards available in Pusat Standard dan Akreditasi Brunei Darussalam (PSABD)?
ISO standards can be requested and only be utilized within the confines of the Standard Reference Library.
If you would like to access a specific ISO standard, please feel free to contact the library staff or submit a request form. We will assist you in locating the required document and provide support during your usage in the library.
8. Does Pusat Standard dan Akreditasi Brunei Darussalam (PSABD) sell ISO standards?
PSABD does not sell ISO standards, ISO standards can be purchased directly at their website. Only ISO adopted standards are available to be purchase in PSABD.
9. Why do we have to pay for the standards?
Having users pay for standards ensures standards remain as neutral as possible and available to everyone. The sale of international standards also helps to offset the development costs incurred by international standards bodies, such as the ISO and IEC.
10. What is a public comment?
Public Comment is one of the important stage in the development of Piawai Brunei Darussalam (PBD). PSABD invites the public to comment on the draft PBD, in line with Article 4 and Annex 3 of WTO/TBT Agreement. All comments will be considered by the relevant Technical Committee (TC) under the purview of respective Standards Committee. (SC). Public Comment is allocated for sixty (60) days for public to provide feedback on the draft standards before they finalized.
11. How does public comment benefit me?
The benefits are:
- It ensures that your views are considered and gives you the opportunity to influence the content of the standards in your area of expertise and in your industry;
- It enables you to be familiar with the content of the standards before they are published and you stand to gain a competitive advantage with this prior knowledge of the standards.
12. What happens after I have submitted my comments?
The comments will be channelled to the relevant technical committee for consideration and you may receive a confirmation email or notification acknowledging that your comments have been received, the respective technical committee will assess the feedback for relevance, validity, and alignment with the scope and intent of the standards and you may be invited to meet the technical committee, if clarification is required on your feedback.
13. Can I view drafts after the public comment period?
Drafts will not be available after the public comment period.

15. What is Accreditation?
The action or process of officially recognizing, accepting, or approving organization as having a particular status or being qualified to perform a particular activity.
Accreditation is the external recognition of the organization adherence to a set of standards to perform an activity or hold a certain status.
16. What is the benefit of accreditation?
There are numerous benefits to accreditation, depending on the scheme. In general, it shows that the organization takes their responsibilities seriously. This gives confidence to external regulators and customers. It can lead to more business or more engagement, and it can give customers or service users confidence in the organization standards and the organization ability to comply with regulations and laws.
17. Who gives accreditation?
PSABD is currently in the process of developing its accreditation systems and is opening up for CAB registration (Registration of Conformity Assessment Bodies) for those who wish to provide conformity assessment services in Brunei Darussalam.
18. What is Conformity Assessment Bodies (CAB)?
Conformity Assessment Bodies (CABs) are organizations that assess and confirm whether products, services, or processes comply with specified standards, ensuring quality, safety, and regulatory compliance.
